Rules for GM's hosting Chuunin exams:

- Do NOT host a Chuunin exam if there are not at least 6 capped Genin ready to take the exam. Make sure they are IN the room before starting the exam. Use Coords: 20,841,1.

- Only pass 0-1 (You can past 2 ONLY if both have proven to be skillful) Chuunin per exam. The less we pass, the more we will have taking the exam the next time around. Be very critical, but fair in your judgements on the fighting.

- Each GM is allowed to host only ONE Chuunin exam per day. No more than that. (However this does not mean that every GM is required to host one each day.)

-There must be two staff members present and observant at all times in order to keep track of the participants in matches.

-If at any time either of the proctors feel the need to, they may stop the match temporarily or in order to end it prematurely.

-A premature ending should be agreed on by both proctors.

-Genin should not overuse any move during their matches such as a Hyuuga's large palms or an Uchiha's counter. Anything more than three uses should be deemed overuse.

-These moves include: Big Palms, Counter, Slice Tendons, Screw Nerves, Nikudan Sensha.

-Genins should be able to finish the match and defeat their opponent without enraging and using the power of a demon.

-Genins should at no time slash a corpse in order to gain extra kills. This will result in instant jail and possibly banishment.

-Genins should not use the water as a means of defense or avoiding ninjutsu, though crossing over it in order to dissuade a puppet or clone is acceptable.

-Genins should not rely heavily on shushin or hayai as a means of closing the distance on opponents and attacking them. Any more than 3 uses should be considered heavy reliance.

-Rules that do not pertain directly to battle:

-Genins should not power up until after the exam proctor has started the match.

-Genins will not be permitted to decline their rank as chuunin. If the attempt is made they will be forcibly given the rank and force saved.

-Genin should at no time intentionally attack or kill the proctor of the exam.

-Genin are at no time allowed to participate in part three of the chuunin exam if they lack a headband. This is a mark that they have shown utter failure in the past.

-If either of the proctors feels that a Genin fails as a shinobi they may raise the issue of stripping their headband from them.

-A headband removal should be agreed upon by both proctors of the exam.

-If at any time a headband is removed, the respective kage should be alerted in order to deal with the genin further

Explanation of the new rule system:
There will no longer be a set of posted rules before the third part of the chuunin exams. Instead there will now be a set of guidelines for genin to follow and administration to judge the matches by. These guidelines will be posted periodically throughout the day and manditorily at these times: At the time of headcount for a genin and at the beginning of part one of the chuunin exams. Proctors may post them at the beginning of part 3, but it is no longer manditory. These guidelines should be used as a scoresheet of sorts in order to judge each match and choose the most skilled genin.

Prerequisites for Chuunin:
-Genin must not spam. This does not only mean three of the same jutsu in a row, but also means that they must incorporate their overall variety into their whole strategy. For example if Genin A has jutsus A, B, C, and D, their uses should look like A, D, B, A, C instead of A, A, B, A.

-Genins should be able to come out victorious without the aid of healing techniques or items.

-This includes pills and food as well as resting. This also includes re-using gates to heal or re-wrapping a puppet in order to restore its health.

-Genin should demonstrate the ability to use moves other than offensive jutsus such as henge and kawarimi preferably successfully.

-Genin should not rely heavily on shielding in order to win the match, but may use it strategically to their advantage. Anything more than 15 seconds should be considered heavy usage.

-Genin should not go past the first row of white off of the arena in any direction. This includes using shushin or windmill substitution.

-Genin should not rely on freezing in order to win, although an occasional, brief freeze is acceptable.

-This means that genin should keep it to 1 or 2 freezes such as kyuus or wind tornados and excludes jutsus like Sharingan Freeze and Suirou.

-This does not include Nara's Shibari which should be held for no more than three hits and then have a minimum cooldown of 20 seconds between uses.

-It is recommended that genins do not use additional help in chuunins such as summonings, from scrolls and Tayuya's Flute. This does not include a puppeteer's puppet of course.

-Genin under proper circumstances, should be able to kill their opponent in an honorable way. If done right this should count towards the overall skill of the genin.

The Chuunin guidelines are meant to not put such a limit on the genins participating, so they can make their own judgements on what is considered 'nooby' fighting, and what is actually skill. If the proctor thinks you are skillful, you will pass. If you fight like a noob, you will fail.
